CPD Urges Repeal of Quick Energy Supply Act

Centre for Policy Dialogue (CPD) has recommended repealing the “Quick Enhancement of Electricity and Energy Supply (Special Provision) Act 2010” and aligning energy sector procurement with the Public Procurement Act (PPA) and Rules (PPR). CPD’s Research Director Khondaker Golam Moazzem emphasized the need for an expedited evaluation of these procurement laws to address issues of competition, transparency, and accountability in the sector.

The 2010 Act, initially aimed at ensuring uninterrupted power supply, facilitated energy imports and urgent mineral extraction but has been criticized for enabling inefficient energy production methods and increasing customer costs. The Act, extended multiple times, is set to last until 2026.

Moazzem highlighted public expectations for economic reforms, particularly in the energy sector, and called for a transition from fossil fuels to renewable energy, suggesting support for small and medium enterprises over large-scale power structures.
