172 government projects declared as completed

In the last fiscal year (2023-24), government agencies falsely declared 172 incomplete projects as “completed,” wasting public funds, according to an official report.

Roads and Highways Department failed to spend any of its Tk 5.86 billion allocation for the Matarbari Port Road Improvement Project, leading to zero progress. Similarly, the Narayanganj City Corporation spent Tk 13.35 million on a solid waste management project without conducting any physical work.

A total of 89 development projects under the Annual Development Programme (ADP) 2023-24 received Tk 26.231 billion in funds but saw no expenditure, while 121 projects made no physical progress.

The findings are part of the Annual Development Programme Implementation Progress Review Report, prepared by the Implementation Monitoring and Evaluation Division (IMED) for the National Economic Council (NEC). The NEC meeting, chaired by Chief Adviser Prof. Dr. Muhammad Yunus, will review the report, which highlights multiple irregularities, identifies 29 challenges in development, and offers long-standing recommendations for improvement.

The report also shows that while 301 projects were marked as completed out of a target of 325, only 172 were genuinely finished, while 129 were misleadingly labeled as ‘complete’ despite unfinished work.
