BIDA proposes wider off-dock import clearance to ease Chattogram Port congestion

Planning Adviser Wahiduddin Mahmud has suggested that exporters from India’s northeastern states can use Bangladesh’s Chattogram port, but emphasized the importance of value addition through local processing before export. Speaking at a seminar titled “Economic Corridor and Logistics Development in Bangladesh”, jointly organized by ICC-Bangladesh and ADB, Mahmud said this strategy could yield mutual benefits and maximize economic returns.

He highlighted Bangladesh’s geographic advantage as a regional trade hub for India, Bhutan, and Nepal, proposing that processed goods exported via Chattogram could strengthen Bangladesh’s position. The government is currently focusing on two strategic infrastructure projects — the Matarbari Deep Seaport and Chattogram Bay Terminal — to boost geo-economic potential without initiating new mega-projects.

Mahmud stressed that unless infrastructure investment supports export-oriented industries, it could strain the balance of payments. He also pointed out issues in project prioritization and planning, suggesting consideration of river shifts in economic corridor development.

Other speakers echoed the need to enhance trade connectivity, reduce logistics costs, and diversify exports beyond garments. Experts called for greater public-private collaboration, targeted trade agreements, and a focus on business environment improvement to attract foreign direct investment and ensure a smooth LDC graduation in 2026.
