Third round of tariff talk expected amid NDA, political overtones

Commerce Adviser Sheikh Bashir Uddin has confirmed that Bangladesh is preparing for a third round of negotiations with the United States over the 35% additional tariff imposed on Bangladeshi exports, with hopes for a breakthrough before the 1 August deadline.
At a recent press briefing in Dhaka, Bashir cited a non-disclosure agreement (NDA) with the US, declining to share details of the discussions held from 9–11 July in Washington. He noted that further inter-ministerial consultations are underway as the US has raised issues involving the National Board of Revenue (NBR) and other agencies. While officials remain hopeful, Bashir was non-committal about a possible tariff reduction, stating, “I am not sure about the reduction.”
Business leaders and economists present at a follow-up meeting indicated that the scope of negotiations now extends beyond trade, with the US reportedly raising geopolitical and security concerns, including Bangladesh’s reliance on Chinese imports and investment. Razeeb Haider of BTMA and other attendees noted that while the government offered assurances, specific outcomes remain unclear due to the NDA. Analysts like Dr. Selim Raihan warned that the US is leveraging tariffs for broader strategic leverage and advised the government to proceed cautiously.
A framework agreement that includes trade and security provisions is reportedly under discussion. The third round of talks may occur virtually or in-person next week, but sources suggest that a final resolution could extend beyond 1 August. Industry leaders continue to urge the government to align Bangladesh’s tariff rate with competitors like India and Vietnam to maintain export competitiveness.
