CCCI urges higher tax-free income limit and reforms ahead of FY27 budget

Chattogram Chamber of Commerce and Industry has proposed raising the tax-free income threshold to Tk 5 lakh from the current Tk 3.75 lakh ahead of the national budget for FY2026–27.

The proposal was presented during a pre-budget consultation held at the World Trade Center in Agrabad, where business leaders also called for simplification of the tax structure, reduction of advance tax burdens, and full digitalization of tax refund and audit systems.

Speaking at the event, Md Abdur Rahman Khan, Chairman of the National Board of Revenue, said the authority is moving toward a return-based tax assessment system to ease pressure on businesses. He noted that while revenue collection reached nearly Tk 3 lakh crore last fiscal year, the upcoming target exceeds Tk 6 lakh crore, posing a significant challenge.

CCCI Administrator Md Motahar Hossain emphasized that the existing tax-free income limit is inadequate amid rising inflation and proposed restructuring tax slabs to provide relief to middle-income groups.

The chamber submitted a total of 33 income tax, 36 VAT, and 67 customs proposals to the NBR. Business leaders also raised concerns over advance income tax at the import stage, delays in tax refunds, and lengthy VAT audit processes.

In addition, the session highlighted energy sector challenges and the need for investment in refineries, green energy, and electric vehicle incentives. Participants also stressed the importance of policy support to enhance Bangladesh’s share in the rapidly growing global halal market.

CCCI concluded by urging the government to expand the tax net without increasing the burden on existing taxpayers, while simplifying regulations to support business growth.
